Guantanamo camp nearing end?

The President of United States, George W. Bush, informed the European leaders (and rest of the world in the side) of plans to renounce the Guantatanamo camp.
“Most of the 460 campers have spent several years at Guantanamo without charges on US expence alone and due to the increasing costs and budget cuts we need to send these people home”, Bush explained to the European leaders, though accidentally addressing only the press “I mean you Europeans have no clue how much it costs to kill one terrorist with two 500 pound bombs from F16, laser guided with a stealth satellite.”
Of course not all of the happy campers will return home straight from Guantanamo. “We have gone through long decision, and have even had couple of consultants to assist us, and we have decided to charge some of the campers. You can’t expect to live on a diet camp at ever sunny Cuba bathing in the sun and get it all for free”, Bush rambled, now addressing the artifical palm tree they keep in the corner “If they can’t pay for the treatments they have received … well too bad for the tax payers; we will then take them to court”.
Although Guantanamo was excluded even from the rest-of-the-World, the spirit started to come down as if they had sensed the changing winds.
