We should buy some and place them inconspiciously round the town and monitor results – all in the name of science of course

I actually found an article where the youth actually have used the same tone for them. The sound from the “teenage control product” is 18kHz tone that can’t be heard by most adults (due degeneration of human hearing over time) and the youth have equipped them as their ringtones so they can text during classes.
On a bad side for the shops using the tone – I can hear the tone perfectly even out of my PB’s speakers, but specially with any decent speakers or my headphones, my father couldn’t.
One should take to considereration the fact that babies and small chilldren can hear the sound as well as teenagers and having a crying child with you while shopping isn’t nice experience.

I know it’s kind of silly, but I’m sad I can’t hear the tone at all.

Don’t be – my friend, who’s same age as I am, couldn’t hear the tone either (ok, being a musician might be the reason)
